During Hurricane Harvey in 2017, record rain filled both, and water released to protect the dams flooded thousands of nearby homes. During Hurricane Harvey in August 2017, record rain filled both to their highest levels ever. To protect the dams, the U.S. Army Corps of Engineers released water into Buffalo Bayou, which flooded neighborhoods downstream, including homes that had never flooded before. We design drainage with that risk in mind.
